In a letter written by SOMO and signed by 53 organisations and 10 individuals, NGOs disagree with the claim that the PFI has been developed “in cooperation with civil society” and refute the OECD's statement that the current draft PFI offers a balanced contribution that “enhances the benefits of investment to society”. Despite the deficiency of the consultation procedure, the NGOs offer some comments on how to improve the PFI.
