Climate change

Companies have a critical role to play in addressing the climate crisis. We’re raising climate-related expectations for corporate conduct and calling on governments to use the tools available to ensure meaningful implementation.

Our work on climate change

OECD Watch advocates for climate-related corporate accountability standards that are ambitious, science-based and consistent with human rights and environmental protection. Our work on climate is integrated across other workstreams such as on just transition, remedy, and human rights.

What the OECD Guidelines say

The OECD Guidelines refer to the Paris Agreement and expect companies to address both climate change mitigation and adaptation. Companies should:

  • Reduce their GHG emissions and transition towards lower-carbon business models, technologies and energy sources.
  • Align their emissions and climate strategies with internationally agreed global temperature goals, based on the best available science.
  • Develop and implement science-based climate policies and credible transition plans.
  • Set and monitor short-, medium- and long-term emissions reduction targets, covering absolute emissions and, where relevant, emissions intensity, and addressing scope 1, 2 and, where possible, scope 3 emissions.
  • Prioritise preventing and reducing emissions rather than relying on offsetting, compensation or neutralisation measures. High-integrity carbon credits or offsets should only be used as a last resort.
  • Avoid activities that undermine the ability of communities, workers and ecosystems to adapt to climate change and build resilience, including through unsustainable use of resources such as water.
  • Publicly report accurately on their climate impacts and relevant climate-related risks.

Climate action should also be consistent with companies’ wider responsibilities under the Guidelines. Cutting emissions should not create new harms to people or the environment, and companies should meaningfully engage with people affected by their transition plans and activities.
